Ukraine’s Defense Minister Rustem Umerov stated that Ukraine is 80% dependent on its partners.

Umerov said that the basis of the assistance for Ukraine is international military aid.

“Our colleagues deal with armaments and military equipment with their colleagues from the United States, Europe, SAG-U , IDCC , etc.,” Umerov said. “These are procurement, logistics, contracts. We are 80+% dependent on our partners.”

In his first interview in a year, Umerov also talked about Ukraine’s military manufacturing plans and troops rotation.

"Today, we have a very thorough document, with a three-year plan for the production of drones, electronic warfare devices, ground-based robotic complexes, and missiles. With a specific quantity, how much we can produce and how much money is needed for this," he said.

The Minister added that the plan was already presented to some partners.

“During recent trips to the USA, Britain, France, Germany and Ramstein, I presented this plan for our Ukrainian production to our partners. Today, there are already several countries that have agreed to finance our drones and missiles,” Umerov added.

He also touched on the rotation system in the Ukrainian military, stating that the Ministry is improving the system of rotation and rest of the military.

“Previously, we concentrated on quantitative parameters, but we need qualitative ones,” Umerov said.
