Processing of personal data on the united24media.com website of the UNITED 24 multimedia platform (UNITED 24 MEDIA) / Privacy Notice

Under paragraphs 1 and 2 of part two of Article 8 and part two of Article 12 of the Law of Ukraine “On Personal Data Protection,” the Ministry of Digital Transformation of Ukraine hereby informs users about the Data Controller, Data Processor, their location, the scope and purpose of personal data processing conducted via software tools on the united24media.com website of the UNITED24 multimedia platform (UNITED24 MEDIA), which forms part of the Unified State Web Portal for collecting donations in support of Ukraine “United24.” The notice also outlines third parties to whom such data may be disclosed and the rights of the personal data subject—i.e., the user of the UNITED 24 MEDIA website (hereinafter referred to as the User).

The creation and operation of the UNITED24 MEDIA website are ensured by the state enterprise DIIA per the Cabinet of Ministers of Ukraine’s Resolution No. 516 of May 3, 2022, titled “Issues of the Unified State Web Portal for Collecting Donations in Support of Ukraine ‘United24’” (as amended), and Directive No. 747-р of August 23, 2022, “Certain Issues of the UNITED 24 Multimedia Platform.”

This Privacy Notice aims to help the User understand how their data is processed when using the website united24media.com

1. Personal Data Controller and Processor

Data Controller:

The controller of personal data processed via the UNITED24 MEDIA website software tools is the owner (holder) of the Unified State Web Portal for collecting donations in support of Ukraine “United24” (hereinafter referred to as the United24 Portal)—the Ministry of Digital Transformation of Ukraine

2. Personal data processing

The personal data of the User that is processed through utilization of the UNITED 24 MEDIA website shall comprise the following categories::

  1. Data furnished by the User for the purpose of subscription to the newsletter:
    • Electronic mail address

  2. Data furnished by the User for the purpose of establishing and administering a personal user account:

    The User may establish an account on the website united24media.com independently by way of authorization through electronic mail or via third-party authentication services (Google or Facebook). An account may also be established automatically upon the execution of a payment transaction, for the purpose of affording the User access to the history of such User's payments and the administration of recurring payments.

    Within the personal account, the User shall be entitled to:

    • review payment history (including date, amount, currency, transaction status, and the last four digits of the payment card);
    • review information pertaining to recurring payments (including amount, date of next charge, and the last four digits of the payment card) and effect the cancellation thereof;
    • modify the electronic mail address, change or reset the password;
    • delete the account.

    During the establishment, utilization, or deletion of an account, the following data shall be processed:

    • electronic mail address;
    • in the event of authentication through external services (Google or Facebook) — identifiers furnished by such services.

    The User may delete the account through the settings of the personal account. Upon such deletion, all active recurring payments associated with the account shall be automatically cancelled. The deletion of the account shall have no effect upon funds already transferred prior to the date of such deletion.

  3. Data processed in connection with the execution of payments

    In the event the User utilizes the functionality for the transmission of irrevocable financial assistance by way of effecting a monetary transfer to the bank current account of the Technical Administrator of the United24 Portal for the purposes of ensuring the creation, operation, and procurement of relevant photo and video content for the "UNITED 24" multimedia platform (UNITED 24 MEDIA), the following User data shall be collected:

    • user identifier;
    • payment amount;
    • payment currency;
    • electronic mail address (for receipt of payment confirmation).

    The User shall have the option to establish a recurring monthly payment. Following the successful completion of the initial payment, the subscription shall be automatically renewed on a monthly basis without further notice until such time as it is cancelled. Accordingly, the User hereby grants permission to store the payment method and to automatically charge funds on a monthly basis.

    The User may cancel a recurring payment independently through the personal account on the website or by submitting a request for cancellation of the recurring payment to the electronic mail address: support@united24media.com. In the event such request is transmitted to the aforementioned electronic mail address, cancellation of the recurring payment shall be effected within three business days from the date of transmission of such request. The cancellation of a recurring payment shall have no effect upon funds that have been transferred to the current account of the Technical Administrator of the United24 Portal prior to the date of such cancellation.

    All other personal data furnished by the User in connection with the execution of payments shall be processed by the relevant bank pursuant to the terms of a public offer agreement between the User and the bank, as well as in accordance with the personal data processing policy of said bank.

  4. Technical information and usage information transmitted automatically:
    • Device and browser information: IP address, browser type, operating system, language settings (for the proper functioning of the website and display of the interface in the corresponding language version). The Website may collect additional technical parameters pertaining to the User's browser and device for the purposes of improving the payment process and enhancing the security thereof, namely: data concerning screen configuration, time zone settings, and other system parameters necessary for interaction with payment services.
    • Usage data: Pages visited, time spent on pages, links clicked, referral sources, search queries on the website, and other behavior during browsing.
    • Cookies and similar technologies: Information collected by means of cookies is utilized for the purposes of enhancing user interaction, analyzing website traffic, and personalizing content.

4. Purpose of data processing

Outlined in the Regulation on the Unified State Web Portal for Collecting Donations in Support of Ukraine “United24” (Resolution No. 516) and other legal acts.

Processing purposes include:

4.1. Enabling the User to use the UNITED24 MEDIA website.

The User’s personal data is processed, in particular, to provide access to the UNITED24 MEDIA website, allow browsing of its pages and content, and enable use of its features.

4.2. Personalizing the User experience.

Content, recommendations, and advertising are tailored based on the User’s preferences and browsing history.

4.3. Analyzing and optimizing website performance.

Data is processed to analyze User interactions with the website, identify areas for improvement, and optimize content delivery and the user interface.

4.4. Ensuring language localization.

The website interface is displayed in the language version that matches the User’s device settings (English or Spanish).

4.5. Sending newsletters to subscribed Users.

4.6. Establishment and administration of the User's personal account. Data processing is carried out for the purposes of account registration, authorization (including the option of login through external services), access recovery, modification of the electronic mail address, review of payment history, management of recurring payments, as well as deletion of the account.

4.7. Implementation of the facility for the transmission of irrevocable financial assistance by way of effecting a monetary transfer to the bank current account of the Technical Administrator of the United24 Portal for the purposes of ensuring the creation, operation, and procurement of relevant photo and video content for the "UNITED 24" multimedia platform (UNITED 24 MEDIA).

4.8. Implementation of the functional capabilities of the UNITED 24 MEDIA website necessary for the fulfillment of the objectives of the "UNITED 24" multimedia platform (UNITED 24 MEDIA).

5. Compliance with legal requirements

Personal data may also be processed to ensure compliance with legal requirements, including the exercise of powers by the Data Controller and Data Processor in accordance with applicable law.

6. Third parties with access to data

Personal data may be shared with:

  • Website hosting Providers for UNITED24 MEDIA, analytics, email distribution, content delivery networks, and marketing support. These third parties are contractually obligated to process personal data solely within the scope necessary to deliver their respective services and in full compliance with applicable legal and regulatory requirements.
  • Other parties that contact the Data Controller are legally entitled to access personal data solely on grounds established by law.

7. Security measures

  • 7.1. The Data Controller and Data Processor implement appropriate technical and organizational measures to protect personal data processed on the UNITED24 MEDIA website.
  • 7.2. Data is stored only for as long as necessary to achieve processing purposes. Typically, personal data is retained for up to 24 months from the date of collection or as long as required to provide the requested services. If the User does not access the website for 24 months, their data will be deleted, except for data needed for backups or legal obligations.
  • 7.3. The website may contain links to third-party services. The Data Controller and Data Processor are not responsible for third-party content or data practices. Users should review each service’s privacy notice.

8. User rights

The User has the right to:

  • Be informed about the sources of data collection, the location of their personal data, the purpose of its processing, and the location or residence of the Data Controller or Data Processor—or authorize another individual to obtain this information on their behalf, except as restricted by law
  • Be informed about the conditions for access to their personal data, including information about third parties to whom their data is disclosed
  • Access their personal data
  • Receive a response within 30 calendar days from the date of request—unless otherwise provided by law—confirming whether their personal data is being processed, and if so, obtain the content of such data
  • Submit a reasoned objection to the Data Controller regarding the processing of their personal data
  • Submit a reasoned request to the Data Controller and/or Data Processor to correct or delete their personal data if it is being processed unlawfully or is inaccurate
  • Protect their personal data from unlawful processing and from accidental loss, destruction, or damage—particularly in cases of intentional concealment, failure to provide, or delayed provision of such data, as well as from false or defamatory information affecting the individual’s honor, dignity, or business reputation;
  • File complaints about the processing of their personal data with the Ukrainian Parliament Commissioner for Human Rights or with a court
  • Seek legal remedies in the event of a violation of personal data protection laws
  • Attach conditions or restrictions to their consent for personal data processing
  • Withdraw their consent to the processing of personal data
  • Be informed about the mechanisms of automated processing of personal data
  • Be protected from automated decision-making with legal consequences

9. Cross-border data transfers

Personal data is not transferred to foreign entities (no cross-border transfer of personal data is carried out).

10. Age restrictions

The UNITED24 MEDIA website is not intended for individuals under 14. If someone under this age accesses the website, responsibility for their actions rests with their parents (including adoptive parents), legal guardians, or other individuals who are lawfully responsible for the minor's care and upbringing.

11. Effective date and amendments

This version of the Privacy Notice is effective as of July 10, 2025.

If any changes are made to this Privacy Notice, the updated version will be published on the website. If the defined purpose of personal data processing is changed to a new purpose that is incompatible with the original, the Data Controller must obtain the User’s consent for further processing in accordance with the new purpose, unless otherwise provided by law.

12. Legal basis for processing

The legal basis for processing personal data is the User’s consent. By visiting the website, the User consents to the use of cookies as outlined in this Privacy Notice.
