On September 17, the Verkhovna Rada  adopted in its entirety draft law 6490-d on the restart of the State Customs Service. The draft law provides for transparent competition for the position of the head of the customs service and the re-certification of all employees.

The draft law provides for a transparent competition for the position of the head of the State Customs Service and his political independence.

After the adoption of the draft law, two months are given for the formation of the tender commission, and then the tender will be announced.

In addition, the draft law provides for an independent audit of customs authorities and requirements for acceptance into service. Within 18 months after the election of the new head, re-certification of all customs employees will take place, in particular on the issue of integrity. Failure to pass re-certification will mean the dismissal of such an employee.

Customs reset is an IMF (International Monetary Fund) structural beacon that was added to the program in June this year, with the deadline being October 2024.
