In 2024, 109 Ukrainian prisoners of war were executed by Russian forces, according to Ukrainian Parliament Commissioner for Human Rights Dmytro Lubinets.

"We have been able to officially document more violations of the rights of Ukrainian prisoners of war—executions, including brutal point-blank shootings, unfortunately. In 2024 alone, it was officially confirmed that Russian forces executed 109 Ukrainian prisoners of war," commented Lubinets on national television.

According to the Ombudsman, a total of 177 cases were documented during the previous years of Russia’s full-scale war.

He also emphasized that intelligence and law enforcement agencies frequently reported violations of the rights of prisoners of war by Russian forces.

"Unfortunately, I couldn’t publicly present these blatant violations of international humanitarian law and the Geneva Conventions before. However, whenever we manage, we document them and make them public," Lubinets added.

This represents only confirmed data, with the actual figures likely to be much higher. Obtaining more accurate data is not possible due to Russia’s occupation of Ukrainian territories and Moscow limiting the access of international organizations to detention sites.

As of December 2024, Ukraine lacks precise data on the number of servicemen held in Russian captivity, with the International Committee of the Red Cross facing criticism for its inefficiency in verifying the status of prisoners of war.
