Azerbaijan is preparing to take legal action against Russia in international courts over the crash of an AZAL plane in Aktau, Azerbaijan’s President Ilham Aliyev confirmed in a statement on July 21.

Aliyev emphasized that the situation surrounding the AZAL flight incident is “clear as day,” and despite months of inquiry, Azerbaijan has not received any concrete responses from Russian officials.

He stated that Azerbaijan’s Prosecutor General has sent several requests to the head of the Russian Investigative Committee, only to receive vague responses like “investigation ongoing,” reports Azerbaijani Minval outlet.

“This stance is counterproductive,” Aliyev said about the lack of transparency surrounding the investigation. “We understand that it could take time, but we are preparing to file documents in international judicial institutions.”

The Azerbaijani president referenced the decade-long investigation into the downing of the Malaysian “Boeing” flight, implying that Azerbaijan is prepared to wait as long as needed to seek justice for the victims of the AZAL crash.

“We won’t forget,” Aliyev stressed. “We’ve informed the Russian side that we are preparing a file for submission to international courts.”

He also addressed the delay in Russia’s response, saying, “We know what happened. We also know that Russian officials were aware of the incident. The question arises—why aren’t they doing what any neighboring country would have done in such a situation?”

Aliyev concluded with a firm demand for accountability, stating that Azerbaijan expects the recognition of Russia’s guilt, punishment for those responsible for downing the plane, compensation for the victims' families, and reparations for AZAL for the lost aircraft.

Earlier, it was reported that following a statement by Azerbaijani President Ilham Aliyev in support of Ukraine’s territorial integrity, Russian pro-war media figures have launched a coordinated propaganda campaign targeting Azerbaijan.
