Belgorod Governor Warns of Fraudulent Russian Claims for Drone Attack Compensation

The governor of Russia’s Belgorod region, Vyacheslav Gladkov, has warned that some residents are intentionally putting their vehicles in harm’s way to falsely claim compensation for drone-related damage.
Speaking at a regional government meeting, a portion of which was shared by the Telegram channel “Ash” on May 12, Gladkov revealed that some residents in border areas have intentionally exposed their cars to drone strikes to receive financial compensation.
“Relatives are talking: our village is being shelled, let’s roll the car out of the garage, maybe they’ll shell it—at least we’ll get some money,” Gladkov explained. He called on officials to conduct house-to-house visits, urging residents to move personal vehicles into garages to prevent such actions.
Gladkov also noted that in some settlements, groups of residents are forming to demand unnecessary resettlement, under the belief that they will receive state aid.
“We see calls on social networks: 'Let’s demand resettlement, otherwise the war will end and we will continue to live in old houses, '” he said. “Not one, not two, not three settlements, where we see that separate groups are beginning to form, trying to receive state assistance without grounds.”
He emphasized that fraudulent actions, including attempting to manipulate compensation schemes, could lead to criminal consequences.
“We do not have the task of improving the material security of our residents. Our task is to help them cope with a very difficult situation through federal and regional support measures,” Gladkov concluded.
In February, Gladkov reported that 13.9 thousand cars had been damaged in the region as a result of shelling, with 2.5 billion rubles ($31 million) allocated for their restoration.
Meanwhile, Ukrainian President Volodymyr Zelenskyy confirmed that Ukrainian forces are conducting operations in Russia’s Belgorod region, following a briefing by Commander-in-Chief Oleksandr Syrskyi.
