Secretary of State Antony J. Blinken held a joint press conference with UK Foreign Secretary David Lammy and Ukrainian Foreign Minister Andrii Sybiha in Kyiv, Ukraine, on September 11, 2024.

UK Foreign Secretary David Lammy on UK support

“UK commitment is not just for this winter. We’re talking about a 100-years partnership.”

Lammy also addressed the following:

  • He discussed imperialism, fascism, and authoritarian regimes, drawing connections to Putin.

  • Described Iranian-provided ballistic missiles as "a significant and dangerous escalation."

  • Announced a total of $3 billion in aid, including:
    $600 million for support
    $242 million in aid for this financial year
    $484 million in loan guarantees

  • Confirmed plans to send hundreds of air defense missiles, ammunition, and additional armored vehicles to Ukraine by the end of the year.

US Secretary of State Blinken announces over $700 million in new aid for Ukraine

  • $325 million will be allocated for energy support: repairs to infrastructure, emergency backup power, and enhancing energy security.

  • $290 million will fund food, water, housing, healthcare, and educational programs for those in need within Ukraine and for refugees.

  • $102 million will be used for landmine clearing efforts in Ukraine.

US Secretary Antony Blinken on long-range weapons and striking inside Russia

US Secretary of State conveyed his commitment to sharing the insights gained from the discussions with the President in Washington. He noted that the US President and his counterpart will meet later on Friday at the UN. The Secretary emphasized that needs and the battlefield are continually evolving, and he is confident that this dynamic will persist as the situation changes. While escalation remains a factor to consider, it is not seen as the decisive element in their approach.

Antony Blinken on Ukraine NATO membership

“To reiterate what the foreign secretary said, NATO allies came together, made clear that Ukraine's path to NATO is irreversible, and now Ukraine is moving down that path. I mentioned a few moments ago that for the first time in NATO's history it has stood up a dedicated command whose purpose is to help NATO move down the path to membership. And that command is up and running. We have a representative here in Ukraine. So all of that is moving forward.”
