Nordic and Baltic Allies Unite Behind Ukraine With $500 Million Arms Package

Eight Nordic and Baltic nations—Denmark, Estonia, Finland, Iceland, Latvia, Lithuania, Norway, and Sweden—have announced a joint $500 million package of military equipment and ammunition for Ukraine, NATO reported on November 13.
The package will be sourced from the United States under NATO’s Prioritised Ukraine Requirements List (PURL) initiative, which coordinates and streamlines Allied contributions to meet Ukraine’s most urgent defense needs.
NATO Secretary General Mark Rutte welcomed the announcement, calling it a “strong show of solidarity” from Northern Europe.

“Our Nordic and Baltic Allies are stepping up to fund a further package of critical military equipment for Ukraine,” Rutte said. “This equipment is extremely important as Ukraine enters the winter months, and deliveries through PURL are flowing into Ukraine. NATO Allies will continue to deliver essential equipment and supplies.”
The joint effort follows previous contributions under the PURL framework, aimed at ensuring continuous support for Ukraine’s defense against Russian aggression.
Previously, Matthew Whitaker, the US Ambassador to NATO, said a new $2 billion weapons package for Ukraine will be finalized within months as part of a wider allied effort to sustain Kyiv’s defenses into 2026.
Whitaker confirmed that NATO allies are moving forward with the PURL—an initiative that enables European partners to purchase American-made weapons for Ukraine jointly.
