On September 24, during the 80th session of the United Nations General Assembly, Ukrainian President Volodymyr Zelenskyy met with Panamanian President José Raúl Mulino to discuss the importance of sanctions against Russia’s shadow fleet.

“Panama has already revoked the registration of more than 200 Russian tankers, including those that are unsafe to operate,” Zelenskyy said, calling it an important step in limiting Russia’s ability to bypass international sanctions.

They also discussed joint efforts to return Ukrainian children abducted by Russia.

“Ukraine is preparing a resolution condemning the abduction and deportation of children, and Panama’s support for this initiative will be crucial for us,” Zelenskyy added.

He thanked Panama “for supporting all pro-Ukrainian resolutions at the UN, for supporting our people and especially our children,” noting that the country’s actions against Russia’s shadow fleet are highly valued in Kyiv.

On the same day, US Secretary of State Marco Rubio called on Russian Foreign Minister Sergey Lavrov to halt the ongoing “killing” in Ukraine, reflecting a firmer US stance toward Russia.
