Russia Built 100-Plus-Company Network to Procure Wärtsilä Engine Parts for Shadow Fleet

Russia has built a global network of more than 100 intermediary companies to procure spare parts for Wärtsilä marine engines used on oil tankers, including vessels linked to the so-called shadow fleet, according to Yle on January 21. 

Yle reported that in 2023–2025, engine parts worth about $7.0 million were delivered to Russia, with sellers largely registered in China, the United Arab Emirates, and Türkiye.

It said nearly 60 Russian companies have bought Wärtsilä parts since Russia’s full-scale invasion of Ukraine began, and that the parts could have reached key operators in Russia’s maritime transport sector and the “shadow fleet.” 

One of the main intermediaries identified by Yle was Arnika Trade LLC, a company registered in Georgia, which the outlet said shipped more than $1.17 million in Wärtsilä parts to Russia.

Yle said Arnika Trade’s only client in the data it reviewed was a Russian firm, Elite Shipping, which it described as working with Prime Shipping, one of Russia’s largest carriers of oil and petroleum products. 

Yle reported that Wärtsilä engines are installed on at least 30 vessels on the European Union’s sanctions list and said the total number of shadow fleet tankers dependent on such spare parts could be higher, noting estimates of up to 2,000 ships.

Earlier, it was reported that the European Council imposed sanctions on 41 ships linked to Russia’s so‑called shadow fleet of oil tankers, restricting their access to ports and maritime services as part of efforts to curb sanctions evasion.
