Ukraine Allows Cannabis Use for Scientific and Medical Purposes

Ukraine’s Cabinet of Ministers of Ukraine has adopted a resolution amending the list of narcotic drugs, psychotropic substances, and precursors, as well as their use for certain purposes and in certain sectors.

This resolution is necessary for the implementation of Law 3528-IX, which regulates the use of cannabis plants for various purposes and expands patient access to the necessary treatment.

As noted by the Ministry of Health, the adopted resolution amends the list of particularly dangerous substances. Cannabis, its resin, extracts, and tinctures have now been removed from this list.

Tetrahydrocannabinol (THC), the main psychoactive component of cannabis, has also been removed from this list. It has been added to the list of plants containing narcotic drugs and psychotropic substances, the circulation of which is permitted for use in educational, scientific, and scientific-technical activities, in the production of narcotic drugs, psychotropic substances, and medicines for further use in medical practice.

“The resolution allows the cultivation of cannabis plants for industrial purposes (except for the production and/or manufacture of narcotic drugs and psychotropic substances). The condition under which such cultivation is permitted is the use of seeds collected from plant varieties in the dry straw of which the maximum permissible concentration of tetrahydrocannabinol does not exceed 0.2%,” the Ministry said.
