Ukraine Announces Development of National AI Language Model to Revolutionize Government and Business

The WINWIN AI Center of Excellence, in collaboration with Ukraine’s Ministry of Digital Transformation, businesses, and the AI community, is creating a national large language model  (LLM) to support the development of chatbots and AI assistants for the government and businesses, improving services and boosting organizational efficiency. This was announced on the Ministry’s website on March 28.

“We’re starting work on Ukraine’s first national-scale Ukrainian-language LLM to accelerate AI integration in the public sector, defense, and business. Many countries with advanced AI development already have national LLMs, and Ukraine is following suit. The Ukrainian-language model will be based on existing open-source solutions without using public funds,” said Mykhailo Fedorov, Vice Prime Minister for Innovation, Education, Science and Technology, and Minister of Digital Transformation.

The government will use the model to launch AI products for public services and optimize internal processes.

According to Fedorov, the Ukrainian-language LLM will be pivotal for defense applications, improving data analysis and battlefield performance. Businesses will also develop quality AI products for customers and internal use.

“The Ukrainian-language model will provide higher-quality responses than global English models, as it will be trained on Ukrainian data. It will better understand local dialects, terminology, and the context of Ukraine’s history, political situation, and war,” the Ministry explained.

The Ministry and WINWIN have already developed several AI products, including:

  • Natalka chatbot: Assists Diia  partners, processes over 2,000 queries, and reduces the workload on managers by 30%.

  • AI assistant in Diia: Helps citizens find services based on their situation.

  • AI legal act analysis tool: Simplifies the digital review of regulations and supports legislation development.

  • AI European legislation tool: Analyzes Ukrainian laws for compliance with European standards and translates documents.

  • AI tools in Mriya : Creates personalized educational paths for children.

  • HR assistant with AI: Quickly generates job descriptions.

  • AI tools in Diia.Education: Recommends educational content based on interests, career goals, and knowledge levels.

The Ukrainian-language model will be 2.5 to 3 times cheaper than English models for Ukrainian users. It will drive new AI startups, attract international investment, and increase GDP through AI solutions across various sectors while ensuring data stays within Ukraine.

​Diia, which stands for "Держава і я" ("State and I" in Ukrainian), is a comprehensive digital platform developed by Ukraine's Ministry of Digital Transformation. Launched in 2020, it aims to streamline interactions between the government and citizens by providing access to a wide range of public services through mobile and web applications.
