In Ukraine, the youth are targeted as well—offered money for spying, setting fires, and planting explosives. Russia’s playbook is the same: turn vulnerable teens into weapons of destruction.

Recruitment happens where young people spend their time—on social media, gaming platforms, and messaging apps. Russia uses these spaces to manipulate, radicalize,
and weaponize their minds.

A pattern emerges: teens across Europe, and beyond, are being lured into committing acts of terror.
