According to Defence Blog on October 21, citing sources within Lockheed Martin, the proposed aircraft could feature an active electronically scanned array (AESA) radar and expanded compatibility with European-made weapons.

The proposal remains at an early stage, with no formal negotiations underway. However, Ukrainian officials have reportedly expressed interest in obtaining a modern, cost-effective fighter based on an aircraft already operated by Ukrainian pilots.
One of the main improvements under consideration is an AESA radar capable of detecting and tracking multiple targets, including small drones and low-flying cruise missiles, more effectively than the mechanically scanned radars installed on Ukraine’s existing F-16s.
Ukraine currently operates older F-16 aircraft transferred by European NATO members. These fighters have undergone modernization but lack some of the advanced systems available on newer Block 70 variants.
Lockheed Martin is also exploring the integration of additional European weapons, including precision-guided bombs and cruise missiles, potentially expanding the aircraft’s operational flexibility.

The proposal follows an October 19 meeting in Kyiv between Ukrainian President Volodymyr Zelenskyy and Lockheed Martin representatives, during which the parties discussed F-16 maintenance, pilot training, and further cooperation.
During the meeting, Zelenskyy emphasized the aircraft’s role in intercepting Russian aerial attacks, particularly Shahed-type drones.
“It has been working from the first day the F-16 was used and still is today. Especially ahead of a difficult winter, during massive attacks with Shaheds, the F-16s destroy them. And we have a very good rate of destroying Shaheds. That is why we are very proud that we have this capability. Thank you very much. We are counting on the program continuing,” Zelenskyy said.
