Ukraine Offers Interceptor Drones and Air Defense Technology to JEF

Ukraine is ready to deepen its defense partnership with the Joint Expeditionary Force (JEF) by sharing combat-tested drone, counter-drone, and battlefield data-integration technologies, Ukraine’s Defense Ministry reported on October 3.
Defense Minister Evgeniy Khmara outlined the proposal in an address to participants at a JEF meeting, emphasizing that Ukraine’s wartime experience directly overlaps with the force’s security priorities.

Ukraine had previously become the first non-member state to receive Enhanced Partnership status with the JEF, opening the way for joint exercises, defense-industry cooperation, and deeper coordination on drones, air defense, and hybrid threats.
“Ukraine is ready to build a mutually beneficial partnership with you. We need it. So does the security of our region. And of the entire continent. Our shared future lies in this partnership,” Khmara stated.

The JEF’s mandate includes countering UAVs and hybrid threats in the Baltic and North Atlantic regions, protecting undersea infrastructure, and responding to Russia’s shadow fleet of sanctioned oil tankers.
“We see how Russia uses drones for reconnaissance, sabotage and strikes on infrastructure. And we have already built solutions that work in real combat,” Khmara noted.

Ukraine highlighted several capabilities it is prepared to bring into deeper cooperation with JEF members, including mass-produced low-cost interceptor drones, detection systems, and platforms that combine data from multiple sources into a single real-time air picture.
The Defense Ministry stated that these technologies could be used to protect the Baltic Sea and critical undersea infrastructure from threats already faced by JEF countries.
Kyiv also proposed expanding cooperation through existing programs, including Drone Deal agreements for exporting Ukrainian drone technology, Train with Ukraine, and Build with Ukraine, which supports joint production of drones and counter-drone systems.

The JEF was established in 2015 at the initiative of the United Kingdom and includes Denmark, Estonia, Finland, Iceland, Latvia, Lithuania, the Netherlands, Norway, and Sweden.
EU-Ukraine defense cooperation is also expanding through new joint projects. The European Commission recently outlined plans to direct about $22.2 billion in unallocated SAFE program funding toward ventures involving EU member states and Ukraine, including projects built around Ukrainian defense innovation.
