Ukrainian President Volodymyr Zelenskyy met with Norwegian Prime Minister Jonas Gahr Støre, Finnish President Alexander Stubb, and US envoy Steve Witkoff in Oslo on October 20, with Jared Kushner joining online, to discuss diplomatic steps to end Russia’s full-scale invasion of Ukraine.

The high-level talks also involved European security advisers and followed a discussion between Zelenskyy and US Secretary of State Marco Rubio focused on finding solutions to key security challenges.

Ukraine reaffirmed its support for an American proposal aimed at establishing an energy ceasefire.

Zelenskyy said Ukraine was willing to stop targeting sensitive energy infrastructure in Russia provided Moscow halts its strikes on Ukrainian energy facilities, an offer that Russian leader Vladimir Putin has rejected.

Ukraine and its European allies are advancing strategic proposals, including a potential trilateral summit of leaders, which US envoy Steve Witkoff plans to present during his visit to Russia on October 21. “Let’s see what Putin has to say,” Zelenskyy said.

During the press conference, Zelenskyy expressed gratitude to Norway and Finland for their continued assistance in protecting Ukrainian lives and securing Europe.

He emphasized that Ukraine remains committed to achieving peace, stressing that the decision to prolong the war rests entirely with Russia as diplomatic efforts continue at all levels.

Earlier, Ukrainian President Volodymyr Zelenskyy accused Russia of continuing its attacks on Ukraine's energy infrastructure despite an immediate energy ceasefire announced by US President Donald Trump.

Zelenskyy confirmed that Ukrainian forces had paused strikes against Russian energy facilities overnight in response to the US initiative.

However, Moscow continued targeting Ukrainian gas and power facilities, signaling Putin's rejection of the proposed agreement. Zelenskyy emphasized that Ukraine would refrain from targeting Russian energy infrastructure only if Moscow halted its strikes on Ukrainian facilities.
