EU Opens Two More Accession Clusters for Ukraine After Rada Passes Minority Education Law

The European Union formally opened two more negotiating clusters for Ukraine on October 13 during an Intergovernmental Conference session in Luxembourg.
The announcement came at a press conference following the meeting, Transparency International Ukraine reported.

The newly opened negotiation areas cover Cluster 2, which addresses the internal market, and Cluster 3, which focuses on competitiveness and growth.
European officials confirmed that identical negotiation tracks were launched for Moldova on the same day.
According to Transparency International Ukraine, the advancement became possible after the Verkhovna Rada passed amendments to the national law on education across both readings in a single session, meeting conditions previously required by Hungary.
While calling the milestone an essential step for European integration, the NGO noted that the overall pace of progress still falls behind the targets set in June 2026.

“A significant part of the reforms from the Roadmap is still ahead, and this is a chance to show Europe that Ukraine is capable of fulfilling its obligations. Yesterday’s vote on the law on the educational rights of national minorities showed that when there is political will, the Rada can pass the necessary decision in the first reading and as a whole in one meeting,” stated Andrii Borovyk, Executive Director of Transparency International Ukraine.
The decision follows the agreement of all 27 member states on October 12. Ukraine has now opened four of six clusters, with Cluster 4 (Green Agenda) and Cluster 5 (Resources, Agriculture and Cohesion) still ahead.
