Finland has restricted entry for Russians since the start of Russia’s full-scale invasion of Ukraine, specifically refusing to issue tourist visas.
Now, the government is considering the implementation of additional measures. Orpo noted that a total ban on entry for citizens of Russia into Finland would be a consistent decision.
Minister for Foreign Affairs Elina Valtonen said on X that the Ministry of Foreign Affairs is moving quickly to prepare a proposal to amend the government’s principle decision on the entry of Russians. She emphasized that “Russia must end its war of aggression in Ukraine.”

On November 2, the Finnish city of Turku announced that it might refuse to co-host the 2028 IIHF World Junior Championship if the Russian national team was allowed to compete.
Municipal officials confirmed that the venue would not host any matches involving Russian competitors while Russia’s full-scale invasion of Ukraine continued.
Turku Mayor Piia Elo emphasized that hosting the event under such circumstances directly contradicted the city’s core values and ethical standards, noting that local leadership was prepared to give up significant economic and cultural opportunities to maintain this stance.
