75th NATO Summit Concludes with Approval of Ukraine Compact by 23 Allies

The 75th NATO Summit in Washington wrapped up with 23 Ukrainian allies' approval of the Ukraine Compact.

This document supplements the Joint G7 Declaration adopted a year ago at the previous NATO Summit in Vilnius. It was joined by a total of 32 participants, all of whom were present, including leaders from 23 countries with which Ukraine has signed bilateral security agreements.

This Compact fulfills the commitment made by these countries in Vilnius in 2023 to negotiate long-term bilateral security agreements with Ukraine. These agreements aim to support Ukraine in its current defense efforts and to deter future aggression against Ukraine, serving as a pathway toward NATO membership.

The signatory states undertake to fulfill their obligations under bilateral security treaties, namely:

  1. Support Ukraine's immediate defense and security needs

  2. Accelerate efforts to build a Ukrainian future force that maintains a credible defense and deterrence capability

  3. In the event of future Russian armed attack against Ukraine following the conclusion of current hostilities, convene swiftly and collectively at the most senior levels to determine appropriate next steps in supporting Ukraine

During the endorsement of the Compact, speeches were delivered by US President Joe Biden and Ukrainian President Volodymyr Zelenskyy.

"I thank President Biden for his leadership and all the efforts to ensure that our security cooperation is filled with decisive actions. There are 23 strong agreements, and there will be agreements with other countries. We have a historically important security agreement with the United States," said Zelenskyy.

Volodymyr Zelenskyy emphasized that these efforts have resulted in securing long-term commitments for military assistance, additional air defense systems, progress in the transfer of F-16s, and the advancement of defense cooperation.

"The Ukraine Compact elevates our relations to a new level. It is a significant achievement for Ukraine and all of us," he emphasized.
