“A Nuclear Shield Is Also a Sword”: Moscow’s Atomic Chief Pushes for New Russian Nuclear Doctrine

Alexey Likhachev, the CEO of Russia’s state-owned nuclear corporation Rosatom, has stated that Russia must modernize its nuclear shield in the coming years in response to “colossal threats” facing the country, according to Radio Svoboda report on August 21.

“In the current geopolitical situation, we are facing colossal threats to the existence of our country,” Likhachev said. “Therefore, the nuclear shield, which is also a sword, is a guarantee of our sovereignty,” he was quoted by Russia’s state news agency RIA Novosti.

Russia Revises Nuclear Doctrine, Blaming West for Tensions Despite Being Major Nuclear Proliferator

In 2024, Russia made amendments to its nuclear doctrine, broadening the circumstances under which nuclear weapons could be used. According to the new doctrine, a massive non-nuclear missile strike on Russian territory could justify a nuclear response, even without the previous requirement of a direct existential threat to the state, which was included in earlier versions of the doctrine.

Previously, it was reported that a federal court in Brooklyn sentenced Vadim Yermolenko, a dual US-Russian citizen, to 30 months in prison for his role in a scheme supplying illegally purchased US-controlled electronic components, as well as parts for nuclear and hypersonic weapons to Russia.

In the past, US President Donald Trump said he has ordered two nuclear submarines to be deployed near Russia in response to recent remarks by former Russian President Dmitry Medvedev, calling the statements “foolish and inflammatory.” Posting on Truth Social, Trump said the move was a precaution aimed at countering what he described as provocative rhetoric from Medvedev, who now serves as Deputy Chairman of Russia’s Security Council.
