During a visit to Uzhhorod, EU Council President António Costa emphasized that peace negotiations to end the war in Ukraine must be conducted with Ukrainian President Volodymyr Zelenskyy, RBC reported on September 5, citing a video briefing with Ukrainian President.

“The time has come for peace in Ukraine,” Costa said, noting that US President Donald Trump had created new dynamics for peace talks.

“It is clear that President Zelenskyy accepted this proposal from Trump,” he continued.

Costa further criticized Russian leader Vladimir Putin for repeatedly delaying a decision and intensifying attacks on Ukrainian cities.

“This is a bad sign,” Costa remarked, adding, “If you want peace, go to President Zelenskyy and start peace negotiations.”

The visit was part of broader discussions between Costa and Zelenskyy, which also included talks on security guarantees for Ukraine, covering land, air, sea, and cyberspace.

According to Andriy Yermak, Head of the Ukrainian President’s Office, a key focus was strengthening Ukraine’s military and defense production capabilities.

Additionally, EU membership for Ukraine was discussed, viewed as a guarantee of both economic and geopolitical security for Ukraine and Europe, according to RBC.

Other key topics included sanctions on Russia and the use of frozen Russian assets to aid Ukraine’s reconstruction.

Previously, Volodymyr Zelenskyy took part in a meeting of the Coalition of the Willing in Paris, where leaders from a core group of countries gathered in person and others joined virtually to discuss their readiness to contribute to Ukraine’s security and long-term defense.
