Finland to Lead International Coalition to Build Protective Shelters for Civilians in Ukraine

Finland has announced its leadership in an international coalition focused on constructing protective shelters in Ukraine.

The initiative, formalized during a meeting between Ukrainian President Volodymyr Zelenskyy and Finnish President Alexander Stubb in Helsinki on March 19, aims to enhance Ukraine’s civil defense infrastructure amid ongoing security challenges.

Speaking at a joint press conference, President Zelenskyy emphasized Finland’s extensive experience in building protective infrastructure and its relevance to Ukraine’s current needs. He stated that the coalition, led by Finland, would work on mobilizing international partners to support the construction of shelters across Ukraine.

“Our nations understand the realities of being neighbors with Russia. Finland has a long-standing tradition of effective civil protection measures, and today we discussed how to expand this expertise. The establishment of the civil protection coalition under Finland’s leadership is a crucial step in strengthening security for civilians,” Zelenskyy noted.

As part of this initiative, Ukrainian and Finnish ministers signed a formal agreement on March 19 to launch the coalition. The document outlines cooperation efforts in shelter construction and further engagement with European and global partners.

President Stubb reaffirmed Finland’s commitment to supporting Ukraine, stating, “Finland will continue to provide strong assistance. We stand with Ukraine and will remain by its side for as long as necessary.”

On March 18, Volodymyr Zelenskyy arrived in Finland for an official visit alongside First Lady Olena Zelenska. His agenda includes meetings with Finnish President Alexander Stubb, top officials, and defense industry representatives to discuss military cooperation, European integration, and sanctions against Russia.
