Former NATO Chief Warns Ukraine Faces “Forever War” Unless Europe Unlocks $160 Billion for Aid

Former NATO secretary general Anders Fogh Rasmussen has warned that Ukraine faces the danger of a “forever war” unless European nations sharply increase pressure on Russia and boost military aid to Kyiv.

Speaking to The Guardian on November 6, Rasmussen said Europe must move beyond rhetoric and take decisive steps, including unlocking frozen Russian assets and strengthening its own defense capabilities.

“If we do not carry out major changes in strategy, we will look into a forever war,” Rasmussen said.

He urged European governments to establish a missile and drone shield on NATO territory bordering Ukraine and prepare a European protection force that could be deployed after a ceasefire or peace agreement.

The former NATO chief also pressed the European Union to release about $160 billion in frozen Russian central bank assets currently held in Euroclear, Belgium, to fund Ukraine’s defense and postwar recovery.

“We have to act now. The legal debates can follow later,” he said, warning that ongoing delays only strengthen Moscow’s position.

Rasmussen argued that the Russian leader will consider negotiations only when faced with clear military disadvantage.

He also cautioned that Europe cannot depend indefinitely on US funding and weapons deliveries, as Washington’s commitment under a new administration remains uncertain.

Rasmussen concluded that without stronger European leadership—more weapons, long-range missiles, and immediate financial backing—Ukraine could be forced to fight a prolonged, low-intensity war that steadily drains its resources.

Earlier, it was reported that Belgium has stalled a deal on frozen Russian assets for Ukraine, with a new vote set for December.
