France to Host Second Ukraine Summit With Expanded Participation

France will host a second meeting on February 19 to discuss Ukraine and European security, expanding participation to include additional European countries and NATO ally Canada, Reuters reported on February 18.

According to two sources, the invited countries include Norway, Canada, Lithuania, Estonia, Latvia, the Czech Republic, Greece, Finland, Romania, Sweden, and Belgium. The meeting will follow a hybrid format, with some participants joining via video, three diplomats confirmed.

On February 17, French President Emmanuel Macron hosted an emergency meeting with representatives from Britain, Germany, Italy, NATO, and the European Commission.

The discussions focused on potential security guarantees for Ukraine, accelerating European defense spending, and strengthening coordination as the U.S. administration intensifies diplomatic efforts to end Russia’s war on Ukraine.

Some EU officials noted that certain countries were dissatisfied that the meeting was limited to selected leaders rather than a full EU summit.

Earlier, European leaders were weighing the deployment of troops to Ukraine as part of a potential ceasefire agreement while consulting the Trump administration on possible U.S. support.
