Germany Eyes Federal Investment Guarantees to Back Ukraine’s Defense Industry

Germany said on Monday it would deepen its commitment to Ukraine’s defense through joint ventures, closer market integration and possible federal investment guarantees under a 10-point plan unveiled during President Volodymyr Zelenskyy’s visit to Berlin, according to Reuters on December 15.

The document said the two countries would expand cooperation on defense-related research, joint ventures and procurement, with Berlin also examining federal investment guarantees to support projects as Ukraine works to build out its defense industry.

“A strong Ukrainian defense industry is crucial for defense against Russia’s war of aggression and is an important element of security guarantees to deter future Russian aggression,” the plan said.

It also said Germany and Ukraine would study joint procurement of Ukrainian-made defense equipment intended to help protect NATO airspace under the European Sky Shield Initiative, “particularly interceptor drones.”

The plan envisions regular high-level consultations between the two defense ministries and the establishment in Berlin of a liaison office for the Ukrainian defense industry, called the Ukraine Freedom House. Meanwhile, Germany would enhance its military attaché presence in Kyiv and increase expert exchanges.

Earlier, it was reported that German and Ukrainian defense ministers signed an agreement in Berlin to finance the production of Ukrainian-made long-range weapons, including a contract involving IRIS-T manufacturer Diehl Defense.
