Kyivstar and Starlink to Bring Direct-to-Cell Satellite Communication to Ukraine by 2025
Ukraine’s largest mobile operator, Kyivstar, has signed an agreement with Starlink, a division of SpaceX, to implement the innovative Direct-to-Cell satellite communication technology.
According to a December 30 press release, Kyivstar aims to launch SMS and OTT messaging services under this technology in the fourth quarter of 2025.

Launch timeline: Kyivstar plans to begin offering Starlink Direct-to-Cell services, starting with SMS and OTT messaging, followed by voice communication and data transfer.
Technology reach: Direct-to-Cell will enable mobile connectivity on standard 4G smartphones using satellite signals, especially in areas without traditional network coverage or during disruptions caused by war or natural disasters.
Strategic vision: Kyivstar CEO Oleksandr Komarov described the partnership as central to the company’s “4G Everywhere” strategy, enabling connectivity in remote regions.
Implementation challenges: Komarov highlighted the regulatory and technical work required but expressed confidence that Ukraine will become one of the first countries to adopt this technology by late 2025.
Starlink’s Direct-to-Cell technology equips satellites with eNodeB modems, acting as cellular towers in space. This allows seamless integration with existing LTE phones without the need for additional hardware or software modifications.
The technology has been designed to address connectivity gaps in remote regions, ensuring uninterrupted access to text, voice, and data services wherever the sky is visible.
Kyivstar’s parent company, VEON Group, views this initiative as transformative for Ukraine’s digital infrastructure. Over the past decade, VEON has invested over $10 billion in the country and committed an additional $1 billion for rebuilding its digital networks between 2023 and 2027.
Earlier, Ukraine secured access to SpaceX’s Starshield network, a military-grade version of Starlink, through a Pentagon contract. This agreement enables 3,000 terminals in Ukraine to connect to the secure satellite network, ensuring high-security communication through 2025.
