French President Emmanuel Macron will host a meeting of the so-called Coalition of the Willing in Paris on Tuesday, February 24, marking the fourth anniversary of Russia’s full-scale invasion of Ukraine.

The gathering aims to advance the joint efforts of over 30 nations that have combined their military resources to ensure a lasting peace in Ukraine, according to Suspilne News on February 23.

French Foreign Minister Jean-Noël Barrot shared these details with journalists ahead of the EU Foreign Affairs Council meeting on February 23. He stated that “Tomorrow in Paris, the President of the Republic will gather the Coalition of the Willing to further advance the historic work carried out by more than 30 countries, uniting their military forces so that the peace achieved in Ukraine can be guaranteed.”

Barrot noted that four years into the war, the situation represents a “bitter and humiliating failure” for Vladimir Putin.

He pointed out that the Russian military currently holds less than half of the territory it occupied in the spring of 2022. He also mentioned that Russia’s current territorial gains are very small and come at a high cost of human life.

According to the French Foreign Minister, “Since the beginning of the war, Russia has lost more than a million people, which exceeds the total losses of the Russian Federation and the USSR since 1945. And today on the front, Vladimir Putin and his army are losing 1,000 people a day.”

The minister further explained that the Russian economy is entering a recession and its national treasury is empty. He reported that gasoline rationing has been introduced in many regions and the Russian population is experiencing blocks on phone services and mobile applications.

Barrot emphasized that international partners will continue their support for Ukraine and increase pressure on Russia. Regarding new restrictions, he said that “The 20th sanctions package is ready, the question is not whether it will be adopted, it will be adopted, that is certain, but when it will happen. And from this point of view, everyone must stick to their commitments.”

Earlier, reports indicated that Ukraine was set to receive two Mirage 2000 fighter jets from France by the end of the first quarter of 2026 as part of a military assistance package. This delivery included additional training for both pilots and ground personnel responsible for the aircraft’s maintenance.
