Meetings With US Officials on Security Guarantees Plan Set for This Week, Zelenskyy Says

Ukrainian President Volodymyr Zelenskyy announced that Kyiv and Washington will spend the coming week working on a “basic plan” for security guarantees, while also testing the waters for possible talks with Moscow.
Speaking alongside Norwegian Prime Minister Jonas Gahr Støre in Kyiv, Zelenskyy said Ukraine will hold a series of high-level meetings with US partners, Ukrainian President stated on August 25.
“We’ve had a number of meetings. And today there will be a meeting with [US special envoy] Kellogg to continue this discussion—developing preparations for possible future talks with the Russian side,” Zelenskyy said.
“At the end of the week there will be a meeting of the Ukrainian and American teams… involving the people you mentioned [US Secretary of State Marco Rubio, Vice President JD Vance, and Special Representative Steve Witkoff], or some of them. There will be a lot of work throughout the week.”

Zelenskyy noted that on August 24, his chief of staff spoke with Secretary Rubio and other American officials, and that further military and intelligence consultations are expected in the coming days, including an NSA -level meeting midweek.
The Ukrainian President said he expects the process to yield a framework for long-term security guarantees:
“I think we will have a plan—a basic plan on security guarantees. Details will take more time. After that, we want to understand from the American side whether the Russians are ready for the configuration proposed by the United States and supported by Ukraine in the presence of European leaders—a bilateral meeting, and then a trilateral one.”
Earlier, German Foreign Minister Johann Wadephul stated that Ukraine must be granted security guarantees that would, in effect, come very close to NATO membership.
