Ukraine Needs Security Guarantees "Close to NATO Membership," German FM Says

German Foreign Minister Johann Wadephul has stated that Ukraine must be granted security guarantees that would, in effect, come very close to NATO membership, according to Deutsche Welle on August 24.
Speaking at the German government’s Open Day, Wadephul stressed that Ukraine cannot be expected to seriously consider any territorial concessions unless it receives at least real security guarantees from as many countries as possible.
According to him, insisting on such guarantees could ultimately convince Russian leader Vladimir Putin.
“Then this could become the foundation for us in Europe to finally have peace again,” the minister noted.
Against this backdrop, Wadephul issued a warning that “a breach of the security guarantee would be considered an attack on Ukraine.”

At the same time, Wadephul emphasized that he expects a broad circle of states to provide Ukraine with security guarantees for the postwar period. In his view, the circle of guarantor countries should be expanded beyond Europe—for example, it is important that the United States join this process.
According to him, about 30 countries, including Japan, have already expressed their readiness to support Ukraine.
At the same time, Wadephul stressed that a peace agreement with Russia must not become a “dictated peace” at Ukraine’s expense. He called on Putin to end his war of aggression against Ukraine and return to the negotiating table. If Russia continues its aggression, he emphasized, the West will remain firmly committed to supporting Ukraine.
Earlier, Ukrainian President Volodymyr Zelenskyy announced that preparations for Ukraine’s security guarantees are in the final stages and will be completed in the coming days. He noted that Ukrainian, US, and European teams are working together on the framework of these guarantees.
