NATO and US Unveil Ukraine Defense Plan With Initial Support From the Netherlands

The United States and NATO are launching a new mechanism to streamline military support for Ukraine under the Prioritized Ukraine Requirements List (PURL) initiative, Ukraine’s Defense Minister Denys Shmyhal announced on August 4.
The instrument is designed to ensure the rapid provision of weapons systems that the United States can supply in sufficient quantities—aimed at bolstering Ukraine’s defense capabilities and laying the groundwork for a just and lasting peace.
The initiative is being implemented based on agreements between President Volodymyr Zelenskyy, US President Donald Trump, and NATO Secretary General Mark Rutte.
“The mechanism allows NATO member states and partners to fund the delivery of US weapons and technologies through voluntary contributions,” Shmyhal stated.

Under the PURL framework, a priority list of weapons and ammunition will be created based on Ukraine’s defense requests, in coordination with the Supreme Allied Commander Europe.
According to Shmyhal, new assistance packages will be announced on a regular basis, with NATO overseeing delivery coordination through the NATO Security Assistance and Training to Ukraine mechanism.
The first aid package, valued at $545 million, will be financed by the Netherlands, and deliveries are expected to begin shortly.
Earlier, Denmark, the Netherlands, and Sweden expressed their readiness to join a new initiative launched by US President Donald Trump, which allows European allies to purchase American weapons—such as Patriot air defense systems—for further transfer to Ukraine.
