Netherlands Pledges €3.5M to Support Ukraine’s Investigation of Russian War Crimes

The Dutch government has announced an additional €3.5 million in funding to bolster Ukraine’s ability to investigate war crimes committed during Russia’s full-scale invasion, according to a report by a Ukrinform correspondent on May 7.

Speaking at the United for Justice. United for Survivors conference, Dutch Minister of Justice and Security David van Weel underscored that strengthening Ukraine’s legal infrastructure to investigate and prosecute international crimes is a long-term strategic priority for the Netherlands.

“A key element in restoring justice is enhancing Ukraine’s capacity to investigate international crimes resulting from Russian aggression. This will remain a central issue in international efforts for years to come. We are coordinating these efforts within the framework of the Dialogue Group,” the minister stated.

The new funding will support the deployment of legal experts to assist Ukrainian prosecutors and the International Criminal Court. It will also secure the continued operation of the Dialogue Group Secretariat for the next two years. In addition, the Netherlands plans to support the International Development Law Organization and launch capacity-building initiatives through 2026–2027.

Earlier, it was reported that Russian authorities have established an extensive network of at least 29 detention facilities where Ukrainian civilians and prisoners of war are systematically tortured. According to an investigation conducted over more than six months, and based on over 50 interviews with survivors, families, and former prison personnel, torture is being used not only as a form of punishment, but also as a tool to extract forced confessions.
