North Korean Troop Deployment in Ukraine Poses Global Threat, Ukraine’s UN Representative Says

North Korea’s deployment of troops in support of Russia’s war in Ukraine is part of Pyongyang’s broader ambitions and poses a global threat, warned Ukraine’s Permanent Representative to the UN, Sergiy Kyslytsya, during a Security Council session on “Maintaining Peace and Security in Ukraine” held in New York on October 30.

“This is the most dangerous development in the war, with far-reaching global consequences,” Kyslytsya asserted, adding that North Korea is not merely aiding Russia but acting on its own military and political agenda.

According to Kyslytsya, the deepening military cooperation between Russia and North Korea, particularly in interoperability, represents an increasing danger not only to Europe but also to the Korean Peninsula and beyond.

“North Korean troops, especially the officers who survive the Russia-Ukraine war, will return to their region with advanced combat experience,” he stated, noting North Korea’s intent is to utilize this expertise in its region.

“This isn’t just about Ukraine,” Kyslytsya stated, stressing that authoritarian regimes in Russia and North Korea openly threaten the world order.

He attributed this situation to the “appeasement and tolerance” extended to Russia despite its disregard for the United Nations and the Security Council.

Kyslytsya criticized what he described as a “naive hope” held by some that limiting Ukraine’s defensive capabilities against two nuclear states will somehow encourage these states to pursue peace.

“This stance is either naive or cynical. Restraining a nation’s right to defend itself can only promise a brief period of calm, at Ukraine’s expense,” he concluded.

Earlier, Ukrainian forces had reportedly already targeted buildings in the Russian Kursk region where North Korean troops were believed to be stationed.
