OGP Global Summit Honors Ukraine’s NACP for ISM SACP Nationwide Anti-Corruption System

Ukraine’s National Agency on Corruption Prevention (NACP) has been awarded at the Open Government Partnership’s Global Summit for developing a comprehensive system to implement the country’s Anti-Corruption Strategy, including the Information System for Monitoring the Implementation of the State Anti-Corruption Policy (ISM SACP/ІСМ ДАП) on October 9.
The award was presented during the Ninth OGP Global Summit in Vitoria-Gasteiz, Spain, where OGP also announced the first Open Gov Challenge Awards. Ukraine was listed among regional awardees for “Implement a Whole-of-Government Anti-Corruption Strategy.”
Announcing the awards, OGP Chief Executive Aidan Eyakuze said: “The commitments recognized are not just abstract ideals. They are about lives that will be improved, money saved, trust rebuilt.”

NACP Head Viktor Pavlushchyk, who accepted the recognition on the agency’s behalf, said in NACP statement: “The Information System for Monitoring the SACP is a unique tool that has no analogues in the world. This kind of monitoring embodies the role of civil society as a guarantor of democratic values and turns it into an equal subject of oversight that can correct the actions of the authorities.”
In early October, an OECD monitoring team assessing the Istanbul Anti-Corruption Action Plan reported “significant progress,” highlighting the development and implementation of evidence-based policy and the launch of updated monitoring tools.
Earlier, it was reported that Ukraine’s parliament restored the operational independence of the National Anti-Corruption Bureau and the Specialized Anti-Corruption Prosecutor’s Office.
