Over Half of Russian Defense Cluster Technodinamika’s Firms Still Evade Western Sanctions

Over half of the companies that make up Russia’s defense holding Technodinamika, overseen by the state corporation Rostec, have yet to be targeted by Western sanctions.

According to Ukraine’s Main Intelligence Directorate (HUR) on October 13, 86 out of 145 affiliated companies have not yet been subjected to any restrictions by the international sanctions coalition.

The findings were published by HUR on the War & Sanctions portal.

Technodinamika plays a critical role in Russia’s defense sector, particularly in the production of barrel and rocket artillery systems, ammunition, military-grade explosives, and propellants, HUR reported. The holding is also involved in the manufacture of unmanned aerial vehicles, launch systems for long-range cruise missiles, armor protection components, personal protective equipment, flight simulators for military aviation, parachute systems, and aircraft engines.

In addition, several of its enterprises provide maintenance and service-life extension for strategic bombers such as the Tu-95MS and Tu-160.

Despite its strategic importance to Russia’s military-industrial complex, the majority of Technodinamika’s companies remain outside the scope of sanctions, including firms involved in the production of key components for missile systems and armored vehicles.

Among the unsanctioned entities are

  • JSC “Federal Center of Dual Technologies ‘Soyuz’” and JSC “Morozov Plant,” which produce solid-propellant engines for Topol-M, Yars, and Iskander missile systems;

  • JSC “Karl Liebknecht Leningrad Mechanical Plant,” a manufacturer of armor-piercing sub-caliber rounds for smoothbore cannons, including those used on the Armata platform;

  • JSC “Ufa Aggregate Production Association,” a supplier of parts for Kh-101 and Kh-59M2/M2A air-launched cruise missiles;

  • JSC “Machine-Building Plant ‘Shtamp’ named after B. L. Vannikov,” responsible for producing warheads for Grad and Tornado-G multiple rocket launchers, aerial bomb casings, and the only manufacturer in Russia of cartridge belt links for 23mm, 30mm, and 40mm artillery ammunition.

Ukrainian intelligence emphasized that disclosing these details is intended to support international partners in aligning sanction regimes and closing existing loopholes that continue to allow Russia to sustain its defense production.

Earlier, new open-source satellite imagery indicates that Russia’s MiG-31K and MiG-31I aircraft, equipped with Kh-47M2 Kinzhal missiles, are being deployed at distances well outside the effective range of Ukraine’s air defense systems.
