Putin: No Ceasefire Without Guarantees Ukraine Won’t Mobilize or Rearm

Russian leader Vladimir Putin stated that Moscow would agree to a 30-day ceasefire in Ukraine only if Kyiv guarantees it “will not mobilize, train, or receive weapons” during the truce.
Speaking alongside Belarusian leader Alexander Lukashenko on March 13, Putin described the idea as “correct” but raised questions about its implementation.
Putin expressed concerns over Ukraine’s ability to mobilize troops and receive weapons during a temporary truce, questioning how compliance would be monitored along the 2,000-kilometer front. He also emphasized the need for clear mechanisms to determine violations and assign responsibility.
Earlier, Ukrainian Foreign Ministry spokesperson Heorhii Tykhyi said that while territorial issues were discussed during the Ukraine-U.S. meeting in Jeddah, the term “territorial concessions” is inaccurate.
