Russia Declares Amnesty International “Undesirable on Russian Territory”

Russia’s Prosecutor General has declared Amnesty International Limited , a London-based international human rights organization, “undesirable” on Russian territory.

In its official statement, the Russian Prosecutor’s Office claimed that despite Amnesty International’s global reputation as a human rights watchdog, its central office in London allegedly promotes “Russophobic” initiatives, funded by what the Kremlin describes as “supporters of the Kyiv regime .”

Since the launch of Russia’s full-scale invasion of Ukraine in 2022, the organization has repeatedly condemned Russian war crimes and urged stronger financial, political, and economic support for Ukraine. Russian prosecutors now accuse Amnesty of “justifying the actions of Ukrainian neo-Nazis ,” as well as supporting extremist groups and financing so-called “foreign agents .”

The move comes shortly after Amnesty International’s March 2025 report, which detailed systematic abuse by Russian authorities against Ukrainian prisoners of war and detained civilians. The report cited torture, incommunicado detention, enforced disappearances, and other forms of inhumane treatment—concluding that these violations may amount to war crimes and crimes against humanity.

Earlier, it was reported that Russian authorities have set up a vast network of at least 29 prisons where Ukrainian civilians and prisoners of war are subjected to systematic torture, according to a major investigation by The Guardian on April 30.

Amnesty International is an international non-governmental organization founded in the United Kingdom in 1961. According to its website, its work is based on field research and analysis of human rights issues, grassroots activism, international solidarity campaigns, and engagement with governments and civil society to promote human rights.

The term “Kyiv regime” is a propagandistic phrase frequently used by Russian officials and state media to delegitimize Ukraine’s democratically elected government.

This term is part of a central propaganda narrative used by Russia to justify its full-scale invasion of Ukraine, claiming the war is a campaign to “denazify” the country.

Under Russian law, a “foreign agent” is anyone or any organization that receives funding from abroad and engages in vaguely defined “political activity.”
