Russia to Deport Ukrainians to Siberia Under Disguised “Development Program”

Russia is preparing large-scale deportations of Ukrainians from the temporarily occupied territories to Siberia under the guise of a new state initiative, according to an assessment by Ukraine’s Centre for National Resistance (CNR) on November 13.
Moscow has announced a “Siberian Development Program” worth around $8.65 billion presenting it as an industrial and economic project. However, Ukrainian officials warn that behind the public rhetoric lies a plan to forcibly relocate residents of occupied regions.
According to the CNR, occupation administrations have already begun the first stage: schools, hospitals, and public utilities are receiving confidential directives to identify “employees for long-term assignments” to Russia’s Far East. Local workers are being pressured to include individuals “not burdened by family circumstances,” making them easier to remove without resistance.
Ukrainian authorities describe the initiative as a repeat of Soviet-era “organized recruitment” schemes historically used to deport entire communities, including Crimean Tatars, Ukrainians, and Chechens. The pattern—passportization, coerced “assignments,” state resettlement programs, and demographic manipulation—suggests a coordinated effort to depopulate the occupied territories and reshape them to Moscow’s advantage.
“This is the same scenario as before: passports, ‘assignments’, ‘state resettlement programs’, demographic change. Siberia is empty, and Russians don’t want to go there—so the Kremlin plans to build its ‘new empire’ with the hands of Ukrainians torn from their home,” the CNR stated.
Earlier, Ukraine’s Office of the Prosecutor General submitted evidence to the United Nations detailing more than 190,000 war crimes committed by Russia since the launch of its full-scale invasion, describing the crimes as part of a “planned state policy to destroy the Ukrainian nation.”
