Russian FPV Drones Have Killed 121 Civilians in Kherson Since Beginning of War, Prosecutor Reports

The Kherson Prosecutor’s Office has launched 1,650 criminal proceedings since February 2022 in relation to Russian military drone attacks targeting civilians, the office confirmed on April 15.
The news outlet Slidstvo.Info reported that these proceedings are part of over 30,000 criminal cases being investigated for war crimes committed by Russian forces in the region.
The majority of these drone-related cases concern attacks with FPV (first-person view) drones, used by Russian operators to drop explosives on civilians in the Kherson region.
These drone strikes continue to be a daily occurrence, particularly from Russia’s temporarily occupied Left Bank.
According to Oleksiy Butenko, a prosecutor at the Kherson Regional Prosecutor’s Office, the use of FPV drones in civilian areas is a deliberate terror tactic by Russian forces.
“We are not seeing a decrease in the terror that is taking place. The number of daily attacks by Russians from FPV drones is only increasing,” Butenko said.

He highlighted that the targets are often civilians who may be on foot or riding bicycles, without any distinguishing military markings, making them vulnerable to attack.
Since the onset of the war, Russian drone strikes have allegedly killed 121 civilians in the Kherson region according to Slidstvo.Info.
Among the most affected areas are the Beryslavskyi district, Kherson city, and the Kakhovskyi district.
The Kherson Prosecutor’s Office continues to investigate these drone attacks as part of broader efforts to document and prosecute Russian war crimes committed in Ukraine.
In related news, Ukrainian officials confirmed that one of the ballistic missiles used in the April 13 strike on Sumy was a North Korean KN-23, a system modeled on Russia’s Iskander-M.
