On April 1, Jacqui Heinrich, Senior White House Correspondent for Fox News, reported via X that US President Donald Trump believes Russian leader Vladimir Putin is delaying comprehensive ceasefire negotiations. According to a source familiar with the discussions, Trump is frustrated with what he perceives as Russia’s slow approach to diplomacy.

As part of ongoing talks, a “path forward” is being considered, with discussions focusing on the enforcement of economic measures against Russia. Sources indicate that current enforcement of sanctions is relatively low—estimated informally at a “level 3 out of 10.” The Trump administration is reportedly exploring ways to increase pressure, particularly targeting Russia’s so-called shadow fleet .

Fox News sources state that most of this fleet is already under sanction, yet it remains responsible for approximately 70% of Russia’s illicit oil sales.

Earlier, it was reported that US President Donald Trump did not “appreciate” the Russian leader Vladimir Putin’s proposal to establish a United Nations-led interim administration in Ukraine.

The shadow fleet are vessels with obscure ownership structures meant to conceal their transportation of sanctioned Russian oil and wet cargo since the onset of Russia’s full-scale invasion of Ukraine.
