The new sanctions list includes Tatneft and Russneft.
According to Sky News in October, the UK's sanctions also targeted two major Russian oil producers, Rosneft and Lukoil.
At the same time, the European Council has imposed sanctions on 41 vessels, which are part of Russia's “shadow fleet” of oil tankers. This decision was announced on December 18 via the European Council’s website.

The sanctions now impose a ban on these 41 ships entering ports and restrict a broad range of maritime services. The European Council clarified that the measure is aimed at targeting non-EU tankers that are part of Putin's shadow fleet, which seeks to bypass the oil price cap mechanism or directly supports Russia's energy sector. It also applies to vessels involved in transporting Russian military equipment or stolen Ukrainian goods, such as grain and cultural property.
Earlier, Sweden’s Navy confirmed the presence of armed personnel in military uniforms aboard oil tankers belonging to Russia’s so-called “shadow fleet” in the Baltic Sea.
According to Swedish military officials, Russia has been running an operation in the Baltic Sea for some time, focused on safeguarding sanctioned vessels, including those transporting Russian oil. This operation involves a consistent presence of Russian naval ships in specific areas of the Baltic, alongside armed personnel stationed directly on the shadow fleet tankers.
