On June 25, Ukrainian President Volodymyr Zelenskyy and Council of Europe Secretary General Alain Berset signed an agreement to create a special tribunal addressing the crime of aggression against Ukraine.

The signing took place in Strasbourg during a Council of Europe session. The tribunal is expected to review cases related to the military aggression by the Russian Federation in line with international law.

President Zelenskyy commented on the tribunal, emphasizing the importance of justice for those responsible for war crimes.

He said, “There is still a long road ahead, but politically we have made significant progress. Justice takes time, but it must come. Today’s agreement and this tribunal give us a real chance to achieve justice for the crime of aggression, even when international institutions lack the tools to do so. We must clearly show that aggression leads to accountability. And we must do this together with all of Europe.”

Earlier, it was reported Russian leader Vladimir Putin will not travel to Brazil for the upcoming BRICS summit on July 6–7, opting instead to participate via video link. The decision comes amid ongoing concerns over an International Criminal Court (ICC) arrest warrant issued against him in 2023.
