Ukraine Approves Foreign Participation in Ukraine’s Defense Modernization Projects
Foreign companies will now be able to participate in modernizing military equipment for Ukraine’s Defense Forces, following a decision by the Cabinet of Ministers at the initiative of the Ministry of Defense, as announced on January 13.
The document amends the procedure for developing, mastering, and producing new types of defense products, as well as for discontinuing the production of existing ones.
“Foreign companies will be able to participate in the development and modernization of weapons, provided they have special permits for the transfer of military technologies and the export of relevant goods and services,” said Deputy Defense Minister Brigadier General Anatolii Klochko.
“Particular attention is being paid to the modernization of state aviation aircraft, their components and equipment, as well as ships.”
The resolution outlines in detail the procedure for transferring equipment for modernization, requirements for maintaining its operability, and issues related to personnel training and quality control.
This initiative creates opportunities for foreign partners to develop joint high-tech projects while adhering to international standards and principles of transparent cooperation.
Several politicians have advocated for greater investment in Ukraine's defense industry, highlighting mutual benefits for all involved.
On December 11, German Chancellor Olaf Scholz encouraged German businesses to boost their investments in Ukraine. Similarly, Estonian Defense Minister Hanno Pevkur made such an appeal on November 25.
