Ukraine Boosts Military Tech Through New R&D Alliance With the Netherlands

Ukraine is deepening international defense tech cooperation by partnering with the Netherlands’ largest research institute, TNO, to develop technologies that could become game-changers on the battlefield.
Minister of Digital Transformation Mykhailo Fedorov announced the agreement in a Telegram post on September 22, noting that it represents the first international R&D partnership for the Brave1 cluster.
“Expanding cooperation with European partners in the research and development sphere is the path to breakthrough innovations for the battlefield. We already have cases where Ukrainian engineers, together with the international scientific community, have created technologies that will very soon change the course of the war,” Fedorov wrote.
According to him, TNO brings together thousands of scientists and engineers working across fields such as artificial intelligence, unmanned systems, countering aerial threats, and radar technologies. Under the new memorandum, cooperation will focus on attracting top-tier expertise that Ukraine currently lacks, as well as testing products and prototypes developed by TNO researchers.
Brave1 emphasized that the partnership will allow Ukraine to engage the global scientific community to meet urgent technological needs at the front. TNO’s research spans autonomous systems, decision support, acoustic technologies and underwater warfare, electromagnetism and military operations, organizational effectiveness, protection, ammunition, and weapons.
Earlier, Ukrainian air defense units employed Polish-supplied Osa-AKM-P1 Żądło systems to down Russian aircraft and drones at distances exceeding the platform’s usual operational range.
