Finnish President Alexander Stubb stated that "we have reached the point where negotiations between Ukraine and Russia need to begin."

He made this statement in an interview with the French newspaper Le Monde.

"According to our information, Russia is not making progress, and its losses are even greater than before. Putin thought the West would tire of the war. He believed he could wait for the American elections. But he was mistaken," Stubb said.

He also emphasized that China has significant potential to help facilitate the end of the war. Stubb noted that discussions should focus on resolving the war "rather than just appeasement."

"We are now approaching the moment when negotiations should start. The reality is that these negotiations need to involve China, the countries of the Global South, and Russia," Stubb said.

He also mentioned that the current situation is "not nearly as desperate as it was in the spring" due to US unblocking aid for Ukraine. He highlighted improvements in the delivery of equipment to Kyiv and the lack of a Russian breakthrough on the battlefield.

Stubb further noted that the negotiation process must consider "the four elements of the peace formula."
