Ukrainian Police Charge DPR Officers Over Torture and Sexual Assault in Donetsk’s “Izolyatsia” Prison

On October 7, Ukraine’s National Police have identified and charged two members of the so-called “ministry of state security of the DPR ” who tortured and sexually assaulted a Ukrainian woman in occupied Donetsk, the agency reported.
According to National Police, in 2021–2022 the perpetrators broke into the apartment of a homemaker and mother of two minors, conducted an illegal search, and abducted her. She was held for more than a month in the notorious “Izolyatsia” prison —a former insulation materials plant in Donetsk that Russian forces have turned into a torture site.
While in captivity, the woman was “tortured, beaten, subjected to simulated suffocation, sexually assaulted, and threatened that her children would be sent to an orphanage, forcing her to confess to cooperating with Ukrainian law enforcement,” the National Police said. After enduring weeks of abuse, she was forced to sign a false confession.

Investigators have identified those responsible as the so-called head of the counterterrorism department and an investigator of the “ministry of state security of the DPR.” Both have been formally charged with cruel treatment of civilians committed by a group of persons in collusion (Part 2, Article 28; Part 1, Article 438 of Ukraine’s Criminal Code). They face up to 12 years in prison with confiscation of property.
The pre-trial investigation is being carried out by the Main Investigation Department of the National Police with support from the Cyberpolice Department and the Defense Intelligence of Ukraine, under the procedural supervision of the Office of the Prosecutor General.
Earlier, the Donetsk Regional Prosecutor’s Office launched an investigation after a Russian serviceman shot and killed a civilian man in the settlement of Novoeconomichne, Pokrovsk district.
