Ukrainian President Volodymyr Zelenskyy Presents Ukraine’s Resilience Plan in Parliament
President Volodymyr Zelenskyy addressed Ukraine’s Parliament on November 19, unveiling a ten-point Resilience Plan aimed at fortifying the country amidst ongoing Russian invasion. The plan outlines strategic measures designed to strengthen Ukraine’s internal stability and bolster its defense capabilities.
The presentation, part of Zelenskyy’s annual address, was attended by senior officials, including military leaders, ministers, and members of the National Security and Defense Council.
Key Components of the Resilience Plan
1. Unity:
Zelenskyy emphasized the importance of national cohesion, stating that elections during wartime are constitutionally impossible. The priority is achieving a just peace before resuming electoral processes. The plan’s development will involve contributions from civil society, businesses, and experts.
2. The Front:
The plan proposes reforms in military management, including the establishment of a Military Ombudsman and a new contractual system for service members. The current mobilization age will remain unchanged.
3. Weapons:
Ukraine aims to expand domestic weapons production, targeting the manufacture of 30,000 long-range drones and 3,000 cruise missiles in 2024. Additionally, the “Neptune” missile program will be scaled up, alongside initiatives to foster technological innovation.
4. Finances:
Economic measures include promoting local production, simplifying regulations, insuring military-related risks, and formalizing economic activities. Business security and transparent practices are also prioritized.
5. Energy:
The plan underscores regional energy resilience and prioritizes nuclear energy development, aiming to safeguard critical infrastructure.
6. Security:
Proposed measures include modernizing bomb shelters, installing metal detectors in schools and government buildings, and reinforcing border security.
7. Communities:
Enhanced tax benefits are planned for frontline regions to support local recovery and resilience.
8. Human Capital:
Initiatives include implementing a national accessibility standard, reducing the influence of the Moscow Patriarchate, enabling multiple citizenships, and modernizing Ukraine’s diplomatic service.
9. Cultural Sovereignty:
The plan envisions creating an international cultural cooperation platform, akin to the Ramstein defense meetings, and promoting Ukrainian studies abroad.
10. Heroes Policy:
By 2025, every community is expected to have rehabilitation facilities for veterans. Additional efforts include establishing veteran centers, providing housing, and integrating veterans into public service roles.
The Resilience Plan is a domestic complement to Ukraine’s Victory Plan, which focuses on international partnerships. In October, Zelenskyy announced the initiative, describing it as a framework for addressing critical internal challenges. The plan is expected to evolve with input from human rights advocates, media representatives, and the business community, with a full version slated for release in December.
