US Identifies "Productive Steps" in Ukraine's Victory Plan, Says State Department

The United States has reviewed Ukraine's victory plan and identified "a number of productive steps," according to US State Department spokesperson Matthew Miller during an October 2 briefing.

"The victory plan that Ukraine presented is not just a question of actions that Ukraine would take. It’s a question of actions that other countries around the world would take as well," Miller explained.

The plan contains both military and diplomatic elements, though the full details of the peace framework have not been disclosed. According to Kyiv, the goal is to strengthen Ukraine’s negotiating position and put pressure on Russia to agree to a fair peace.

"But we took that plan, we reviewed it, we saw a number of productive steps in it," he said. "We will engage with them [Ukraine] on it."

Miller did not provide further specifics.

Ukrainian President Volodymyr Zelenskyy presented the five-point plan to US President Joe Biden at the White House on September 26. He also discussed it with presidential candidates Donald Trump, Kamala Harris, and members of Congress.
