Following the US government’s confirmation that at least 3,000 North Korean soldiers are receiving combat training in Russia, US National Security Council spokesperson John Kirby warned that these troops would be considered “legitimate military targets” for Ukraine, as reported by the Washington Post on October 23.

“We recognize the potential danger here,” Kirby said.

He added that the US is consulting with its allies, including Ukraine, on possible next steps.

While it has not yet been confirmed that North Korean troops will be involved in combat, Kirby stated that their involvement would have serious consequences.

“If these North Korean troops are employed against Ukraine,” Kirby stated, “they will become legitimate military targets.”

Earlier, NATO obtained evidence of North Korean military forces being deployed in Russia, with potential involvement of these troops in the ongoing war in Ukraine.
