Zelenskyy Orders “Historic” Security Guarantees Document as Talks Set for Next Two Weeks

Ukrainian President Volodymyr Zelenskyy said his negotiating team had delivered a detailed briefing on talks with the US side and that he had instructed officials to finalize a document on US security guarantees for Ukraine for review at the highest level, according to his statement on January 12.

Zelenskyy stated that the two sides discussed a schedule for the next two weeks, including planned meetings, preparation of documents, and the possible signing of agreements. He said the security guarantees document should be “of a historic level,” adding that the text was now reaching that standard.

He said Ukraine was also working on documents related to reconstruction and economic development, and instructed Prime Minister Yuliia Svyrydenko, Deputy Prime Minister Taras Kachka, and Minister Oleksii Sobolev to provide full support and expert review of all economic aspects of future Ukraine–US agreements and trilateral arrangements involving Ukraine, Europe, and America.

Zelenskyy said officials had also determined necessary parameters for mechanisms to use reconstruction funds that would come from partners.

He added that if Russia was not ready to the peace, pressure on the aggressor should continue to increase, including measures targeting tankers in Russia’s shadow fleet and financial schemes that help “marginal regimes” elsewhere bypass sanctions, adding that similar practices should be expanded to Russia and that, if Russia chose war, the world’s response should be maximum restrictions on Russian export revenues.

Zelenskyy thanked partners for helping Ukraine defend lives and remain engaged in diplomacy.

Earlier, it was reported that President Volodymyr Zelenskyy said Ukraine and the United States are close to finalizing a security-guarantees agreement and that the signing would depend on the format of the next high-level meeting
