Ukrainian President Volodymyr Zelenskyy has outlined key aspects of his plan to end the war with Russia, emphasizing the crucial role of US support in strengthening Ukraine’s position.

Speaking at the 20th annual Yalta European Strategy (YES) meeting in Kyiv on September 13, Zelenskyy announced that he is scheduled to meet US President Joe Biden later this month to present his plan, which he described as a “system of interconnected solutions” aimed at giving Ukraine sufficient strength to steer the war toward peace. “My meeting with President Joe Biden is planned,” Zelenskyy said at the conference. “I will present him with a victory plan.”

Acknowledging the uncertainties of war, Zelenskyy noted, “Of course, we live in a war, and in such conditions, it is impossible to plan an unchanging schedule. But we are scheduled to meet with President Biden this month.” He stressed that the victory plan includes clear and frank aid packages designed to bolster Ukraine’s capabilities.

Zelenskyy highlighted the limited paths to ending aggressive wars like Russia’s invasion of Ukraine, stating that a fair conclusion can be achieved either by forcibly expelling the occupying army or through diplomacy that ensures the country’s real independence and freedom from occupation. He underscored the need for Ukraine to be in a strong position for either outcome, and noted the vital role of the United States in helping Ukraine achieve this strength. “The United States can help with this, if we equally want to win with our key partner,” Zelenskyy said. “The victory package that I will present to the President of the United States can pave the way to a secure peace—to the full implementation of the Peace Formula.”

Zelenskyy also addressed what he sees as persistent illusions in the international community regarding Russia’s willingness to negotiate. “If we have no illusions, if we all want to one day hear the words 'finally peace has come, a just peace in Ukraine, ' then we should already hear that Ukraine has become strong enough—enough for victory. And this will be a guarantee of peace.”

The announcement comes as Biden is set to discuss with UK Prime Minister Keir Starmer whether to allow Kyiv to use Western-provided long-range missiles to strike targets inside Russia. Zelenskyy’s “victory plan” is expected to be a central topic during his upcoming meeting with Biden, which Zelensky hopes will secure the necessary US support to bolster Ukraine’s defense and push for a just and lasting peace.
